I assume that you have gnupg set up correctly, with a decent default keyserver.
The following one liner should solve it all:

# wget -O - http://www.gentoo.org/proj/en/devrel/roll-call/userinfo.xml | grep '0x' | sed -e 's:.*\(0x........\).*:\1:g' | xargs -n 1 gnupg --recv-keys
|
It worked for me, but YMMV. |
