Measuring bandwidth and latency between two interfaces

Is there a way to measure bandwidth and latency between two interfaces on the same machine? Use case is for bench testing some sort of network link with the two ends connected to different interfaces on the same machine. Examples include testing a router, testing a pair of network transceivers, and even testing NICs.
