Ati-drivers 14.4_p1 emerge fails kernel 3.16.5 xorg 1.15

I cannot get the fglrx driver to emerge. I thought it might be the lto and graphite flags but it fails with removed also. Portage gives me a message about xattr and pax not being enabled but I don't know what to do about that. I tried switching to the gcc-4.8.3 vanilla profile but it still failed to emerge. Mesa and glu are already installed. I'm not sure where to go from here.
