New install works but...

I cannot shutdown or reboot unless I push power switch. It does not work for KDE or CLI. If I type reboot, I see an error that says cannot determine runlevel, doing soft reboot. Shutdown-h now just freezes the OS. I can type but can't log in until I force a shutdown. See no output in that case. Given I need to remotely admin, this could be a dealbreaker. Anyone know what's wrong?
