I have something like this "__ _ ______ __" instead of letters in LibreOffice menu. Letters sometimes appear if I switch with Alt+Tab to other window and than back, but letters disappear again once I move the mouse. I believe the problem started after I installed x11-base/xorg-x11. Before that I had installed only x11-base/xorg-server. This is extremely strange issue.

make a new user with a clean home directory and try if its there too

ALSO use a clean x-environment, not a fuzzy desctop environment. it may be your desctop environment too

just start plain x-session without anything from a new user in shell

I had the same issue on kde, changing the desktop font to "Sans serif" solved the problem for me.
