DOS FAT fs support and Native Language Support

Hi,

Installing Gentoo (2.4.19-r9) I found weird that removing support for DOS FAT fs support in the kernel removes the entry for Native Language Support.

Bug or not, I do not know.

Just for reference, this doesn't happen with vanilla 2.4.19-r1.
