Description: Generic OpenCL ICD Loader
OpenCL (Open Computing Language) is a multivendor open standard for
general-purpose parallel programming of heterogeneous systems that include
 CPUs, GPUs and other processors.
 .
This package contains an installable client driver loader (ICD Loader)
library that can be used to load any (free or non-free) installable client
driver (ICD) for OpenCL. It acts as a demultiplexer so several ICD can
 be installed and used together.

What would be the correct package to install on Gentoo in order to provide needed libs/functionalities?

The only opencl library I know of comes from dev-libs/opencl-icd-loader

ocl-icd used to exist in ::gentoo as an older alternative to the newer opencl-icd-loader (they both provide libOpenCL.so), the latter is all you should be needing (Edit: well, and also a vendor library like nvidia-drivers, intel-compute-runtime, rocm, or others depending on cards -- ocl-icd/opencl-icd-loader only act as a centralized loader similarly to libglvnd or vulkan-loader).
