Can not add Non Steam Games

First off, my steam is working including proton games. If I click Add a Game on the bottom left, then choose Add a Non Steam Game, the correct window opens listing some install programs. On the bottom left is the big Browse button. I click it but nothing opens. The expected browse window does not open.

Same here, seems to be a bug since last steam UI major update.
