Confused by Desktop Guide...

Hiya,

Just built my second Gentoo box specifically as an all around dev box, so I can start learning about Apache, PHP and other such things...I found the Desktop Guide had a section on setting up Apache, SSL, and PHP, so I did as directed. I wasnt able to complete these two lines, and neither SSL or PHP are working:

# ebuild /var/db/pkg/dev-lang/php-4.1.2-r7/php-4.1.2-r7.ebuild config
# ebuild /var/db/pkg/net-www/mod_ssl-2.8.8/mod_ssl-2.8.8.ebuild config

First, I was able to locate php, it's actually in dev-php instead of dev-lang..first pointer that the guide was a bit outdated. Second,

ebuild /var/db/pkg/dev-php/php-4.2.2-r1/php-4.2.2-r1.ebuild config

returns

/usr/sbin/ebuild.sh: pkg_config: command not found

Since the php test (also suggested in the guide) just shows what I echo'ed, and the https just sits and spins, is there something I have to do with the above two lines?
