Gentoo is said to be a meta distribution. Today it supports Linux and FreeBSD. Will there ever be support for other operating systems like Minix or Windows?

Personally I would really like to install open source program in Windows via emerge instead of via risky binary installs.

Everything is risky in Windows. How is source install less risky than binary?

If source code passes DISTFILES it will be visible to many experts. And the program will be built in my computer with my use settings.
