Shouldn't grub directory be created automatically? And now can i go on creating the conf file?

a) yes afaik, though it's several years since I did an install.
b) yes, though again I don't know grub2 so can't advise. AIUI you can use the mkconfig tool with a high-level input file, or you can just write the conf file yourself, which some people prefer.

https://wiki.gentoo.org/wiki/GRUB
https://wiki.gentoo.org/wiki/GRUB2

legacy grub
Code:
emerge grub:0
sounds like what you want and does create /boot/grub and fills it with grub files. further action is required to setup the mbr. manual edit of grub.conf is required
Code:
emerge grub:2
installs files in /lib64 or /lib32 and makes and fills /boot/grub when grub2-install /dev/sd<whatever> runs; which command also sets up the mbr. grub.cfg is produced from grub2-mkconfig -o /boot/grub/grub.cfg
