as your ebuild asks for utf8 you should enable a locale with utf8. Above is the output of my box.
I suspect that you do not have an utf8 or do not have it set

Don't forget adding them to /etc/locale.gen before you run locale-gen ...

lets assume you are right and your locale is alright, because it does not have utf8, as the first error message or warning triggers.

is your python okay?

and have you checked your favourite search enginge for this error already? ImportError: cannot import name HTTPSConnection

How often do you run updates and compile updates?

Now after python-updater and a bunch of packets being prepared to be installed... i have this:

Looks like there's something very strange in your USE flags.
Are you running unstable (~ )?
What's your "eselect profile list", which entry has * ?
What is in your /etc/portage/make.conf in USE= ?

Profile 13.0/desktop is ok.
Are you running systemd or OpenRC? If not systemd you should at least remove that USE flag, the last one in your list.
In general, your USE flags with "hal" in it look very outdated.

Anything already listed in your profile's USE flags should not be mentioned again. Have a look in
Code:
/usr/portage/profiles/targets/desktop/make.default
Best is to completely remove them all (USE="") and set them per package in /etc/portage/package.use. But only those you really need (if you don't know then you don't need).

Back to topic. Are you having any dev-python/setuptools installed? Then you could check

$ equery d dev-python/setuptools
and it should give us some more information.

Systemd and Gnome? Than you'd better select another profile giving you better matching USE flags.

Why then are you trying to unmask "dev-python/setuptools-9999"?
You'd better remove or comment out everything from /etc/portage/package.unmask unless you exactly know why you want that/those unstable package(s).

That is an error in the packet. Nothing other. There are so much nice updates i can't install, because of this packet. charles17 in my package.unmask i have nothing.
