I am running eudev .

I unistalled systemd and now pambase is pulling systemd.
I emerge as follows : #USE="-systemd" emerge -pv pambase

I also ran a #emerge --changed-use @world to try to resolve the use.

Question? If I am using eudev can I also have systemd installed?
Question? Do I need systemd and how can I remove dependencies if I don't need it?

Your output does not show what happens with your proposed emerge command. You probably do not need systemd. I have =net-misc/openssh-6.6_p1-r1[pam] (ebuild CVS version 1.10) installed and do not have systemd nor have I seen a request to install it.

I think I need to emerge with USE ="-systemd" emerge pambase then remove the dependency some how.

I've set a mask to systemd in package.mask and installed pambase with a USE="-systemd" emerge --newuse pambase

The next thing is oneshot . I'll see what happens.

just add to package.use sys-auth/pambase -systemd
or just put -systemd globally in make.conf in USE=...

I did. Here is the line in my make.conf

Be aware that there are different profiles. Some are optimized for systemd and others for non-systemd. Selecting the best suitable profile will minimize the need for strange combination of USE flags in make.conf or package.use

That output confirms you have USE=systemd enabled for sys-auth/pambase. You need to figure out why and fix it. I notice a trailing space in your quoted USE from make.conf, but since you clearly used a text truncating editor to show it, this could be a transcription error. It is also possible that your USE line is respected, but some of the text hidden beyond the truncation reactivates systemd. Your emerge --info output from Wed Sep 17, 2014 does not support this theory, though. When you posted your pambase line from package.use, is that the entire contents of the file?

I had another instance of pambase that in package.use. Thanks

All is good now expect for ruby and /virtual/rubygems
