I scanned the report.

One OBVIOUS question arises. They give the stat about the general drop in murder rate over that time in the US. Why on god's green earth did they not do the following analysis as it would much better elucidate what is going on? Compare the change in homicides in states that have recently allowed CC with states that don't and with states that allow CC without a permit and have for years. There seems to be a lot of control cases to work with.

Sorry I was mocking the use of "your" when the author clearly intended "you're" -- hence my statement that a person must possess sober. I guess my mockery was too veiled to be funny.

I'd be skeptical enough voters would support two or three, never mind six. Approval from Congress is required for secession (which includes a state splitting up). Jefferson State would also require approval from Oregon.

The real clusterfuck would be watching the Democrats vs Republicans cat fight over the exact boundaries of the states; this would be the biggest "redistricting" exercise ever conceived. The potential breaking of glass (in terms of disruption of the status quo) would be far too frightening to anybody and everybody who has any grasp on any kind of power or wealth, real or perceived. Only those with real balls would be in favor of such a thing.

Voters could be in in 100% agreement on all details and Congress would refuse to approve. Especially Democrats, given that the state's electoral votes are all but certain for their party. Having said that, Republicans might support it just for that reason :twisted:
