There was a www-client/icecat package in Portage's tree. But it has been removed since version 10 because of Gentoo Team dropped the supporting of it. Why?

Now we have GNU/IceCat 24, and I really want to install it. It is possiable to readd it to the tree?

If you haven't yet, I believe you can find out the reasoning, as well as the conditions for its return, via bug:
In short, as I see it, lack of upstream releases (in particular to fix security issues) makes the package unfavourable.

Look for Iceweasel-libre as a replacement for GNU Icecat. I could be wrong, but I was under the impression that Icewseasel-libre was due to replace GNU Icecat in the 100% free distributions. Check the Parabola GNU/Linux-libre website for info on Iceweasel-libre. Presently, on Parabola, GNU Icecat is at v24, while Iceweasel-libre is at v26. It mostly an issue of man-power (or the lack thereof for Icecat), or at least, that's what I understood.
