I'm having an odd issue that I cannot find the answer to on google.

I am trying to install grub, and the dependency is emul-linux-x86-baselibs-20130224.

This is a problem with tar failing to set permissions, not with tar being unable to read the compression format.

OP: you do not appear to be on a no-multilib profile. You only need the IA32 emulation libraries if you want an ncurses grub. This is not necessary. My amd64 system uses GRUB Legacy without ncurses and works fine.
