realtime clock and ipfilter/nat per default off - genkernel

the last kernels that i build on gentoo do have realtime clock and nat in ipfilter off which results in error messages when i boot and iptables do not start.
i always forget to enable those and then i have to rebuild the kernel once more.

is there any reason why these are turned off per default? is this in gentoo competency?
