It seems they are comparing windowmanagers and desktop environments which is kind of hard to compare as they are different things. A desktop environment has a window manager, so if you're comparing just a window manager versus a desktop environment, of course the DE will use more RAM!
It's like asking fvwm to graphically open a directory and manipulate its contents... it can't! Need a third party program to do this...
What would be interesting is also seeing Gnome2 on the list... I've seen it load in 128MB or so with change to spare after a fresh boot, but of course this is Gentoo, so apples and oranges here.
Also a lot of things are involved with memory consumption, the desktop environment is only one piece. The application that you're actually using also needs to be accounted for... though with full desktop environments, it may already include the application you need to use...
