Hi,

unluckily I fail to emerge latest udev, since a file is missing.

Teegrins, Baer!

While I currently have 198-r6 installed, and I don't know why the file is unavailable from those mirrors, I did a quickie test with a current ebuild of your version, and the first mirror for me was

http://distfiles.gentoo.org/distfiles/udev-197-patches-5.tar.bz2

which does still have that file.

Perhaps it's being removed and/or some changes are being made. Could perhaps try other mirrors, or wait for a while, and re-sync.

If the mirror settings are wrong at /etc/make.conf (or /etc/portage/make.conf), like pointing to non-existing mirror or mirror that's now dead and hasn't been updated for a while, these things happen
You can just remove any mirror settings from make.conf to test, then it will use sane default
