want to update from 9.0 to 9.1

This issue has been reported to bugzilla.
Please check this URL.

You can fix the following procedure.
1. cd /usr/portage/eclass
2. wget -O toolchain.eclass.patch "https://bugs.gentoo.org/attachment.cgi?id=341102"
3. patch -p0 < toolchain.eclass.patch
4. emerge gcc
