If you can spend federal funds instead of local funds, you have more local funds to spend elsewhere. I apologize for not being able to make it more clear (hopefully that helped). _________________ lolgov. 'cause where we're going, you don't have civil liberties.

Yes, I understand this. However, not all government spending is fungible. For example, the FEMA budget being the size it is because of frequent disasters in coastal areas and large river basins does not free up money that would otherwise spent on natural disaster preparedness in Omaha, Nebraska. Nor does the F-22 Fighter program free up money that would otherwise be spent by Paducah, Kentucky to defend itself. _________________ Oldthinkers unbellyfeel INGSOC.

Right. So cut everything which is unnecessary. Local communities with budget issues included. Once enough has been cut to solve the problem, they can look at ways to swap something cut for something remaining. _________________ lolgov. 'cause where we're going, you don't have civil liberties.

Local = local budget. Fed = fed budget. Library = local = local budget. Those cutting the local budget can revisit luxury items (libraries) one their budget has been fixed. For example: "Hey, instead of cutting the library, why don't we cut fooblitz instead?" _________________ lolgov. 'cause where we're going, you don't have civil liberties.

So how did the F-22 enable them to do this, again?

I don't believe I mentioned the F-22.
I'll try to simplify. If this doesn't do it, I give up.
Any unbalanced budget or budget shortfall needs to be addressed by cutting unnecessary expenditures. Regardless if that budget is local or federal. _________________ lolgov. 'cause where we're going, you don't have civil liberties.

The F-22 is arbitrary test-case of your claim, specifically "federal money spent wherever".
