He wanted to say "Vulcan Mind Meld", but, for obvious reasons, he was thinking "Jedi Mind Trick", because that's about the only thing his Administration is good at. 
The real reason this gaffe has gone viral is because everybody knows he's constantly spouting obvious doublespeak and flagrant lies.
