When those 2 flags were missing, Portage wasn't satisfied and tried to pull udev's alternatives, which then blocked with your installled udev. Now that you have the USE flags set, Portage is satisfied and won't try to pull the alternatives anymore.

As in, it's correct the way it is shown above :)
