Hello
Xfce4 maximizes a window horizontally when the window is dragged across the screen with the top of the window in contact with the top of the screen -- is there any way to turn this off?
The version running is xfce-base/xfce4-meta-4.10.0

You want to disable the tiling feature of xfwm4.
To do it, you must run xfwm4-settings. Then go to the Advanced tab, and you must check :

Tiling will then be disabled. |

Thank you for your reply -- I'm sorry I didn't see it sooner.
I have looked at the Advanced tab (which seems to be also in right-click > Applications > Settings > Window Manager) and it was already checked (with a tick rather than a cross?!). I tried unchecking it and it made no difference

Ok, I was simply wrong, this was not the correct parameter.
You have to go to Applications > Settings > Window Manager Tweaks > Accessibility and you must uncheck :
