You can certainly pm nightmorph or contact him via mail (The pseudo I wrote in bold AT gentoo.org)
He is quite active on this forum and is involved as lead of several Gentoo projects including documentation and internationalization.

nope. i don't have anything to do with the devrel handbook, which as stated is being merged with the devmanual. i'm not active on the forums, either.
any bugs/updates having to do with the devmanual should be filed at bugzilla, assigned to qa@gentoo.org. the QA team reviews all submissions. be sure to read the devmanual's page on how to contribute & translations: http://devmanual.gentoo.org/appendices/contributing/index.html
