Hello,
It looks like on my fresh installation there are somewhere set all possible global USE flags.
My USE flags from /etc/portage/make.conf look like that:

Code:
USE="X a52 aac aalib acl acpi alsa ao apache2 atm audiofile ayatana avahi bash-completion bcmath blas bzip2 cairo caps cdb cdda cddb cdr cgi cjk coreaudio cracklib crypt css ctype cups curl curlwrappers cvs cxx dbus djvu dhcpcd dri dts dvb dvd dvdr emacs encode exif expat fastcgi ffmpeg fftw flac fontconfig fortran ftp gcj gd gdbm gif gmp gnuplot gnutls gpm gsl gstreamer gtk gzip imagemagick imap imlib jabber jack java java6 javascript jbig jingle jit jpeg jpeg2k kde kdeprefix kerberos lame lapack latex libass libnotify libsamplerate libwww lua lzma lzo maildir matroska matrox mime mmap mng modules mozilla mp3 mp4 mpeg mplayer musepack nas ncurses networkmanager nls ogg openal opengl openssl oss pdf perl php plasma plotutils png policykit portaudio posix postscript python python3 qmail-spp qt4 quicktime raw rdesktop readline recode samba sasl sdl skey slang slp snmp sockets socks5 sound ssl subversion svg svga symlink syslog szip tcl tcpd threads tiff tk truetype udev unicode upnp usb vcd vhosts vim-syntax vnc vorbis wavpack win32codecs wmf wxwidgets x264 xattr xcomposite xml xsl xv xvid zeroconf zlib connection-sharing"

But when I type emerge --info I see that there are set all of possible global USE flags:

Default USE flags are set by profile, choose a leaner one and you'll get less. Next step would be emerging an USE flag editor, I like ufed, and manage your flags with it.

@Lightangel,

You probably don't want them disabled. USE flags are set by
  • Your current profile, which can be overridden by
  • The USE variable in /etc(/portage)?/make.conf, which can be overridden by
  • Packages specifically mentioned in /etc/portage/package.use, which can be overridden by
  • A USE variable in the current environment, which can be overridden by
  • The USE variable on the command line when you emerge.
In particular, the profile sets a recommended default set of USE flags which the particular usage pattern supported by the profile typically requires. If you really, really, really want to disable all USE flags except the ones you set, you can prefix your /etc(/portage)?/make.conf USE valriable with "-*". You'll probably break stuff, though.

See
Code:
man make.conf
for more details. And, by the way, that's not nearly all the USE flags you can set.

@John R. Graham

Thank you for full explanation.
I like to have a full control of how my system works, so I would like to define USE flags myself.
One more thing is bothering me - where the defaults from profile are located?

@Jaglover

Yeah, good to know that there is such tool - I will try it.
Thank you.

Code:

doug@amd64 ~ $ ll /etc/make.profile
lrwxrwxrwx 1 root root 54 Feb 22  2011 /etc/make.profile -> ../usr/portage/profiles/default/linux/x86/10.0/desktop

Profiles are cascading, they aggregate values from multiple files at each level of specificity in the path under /usr/portage/profiles/default/.
You don't want to alter those files manually, since "emerge --sync" would (eventually) overwrite your changes.

Replace "(eventually)" with "(usually)".
Regarding Johns explanation, there are actually some more places that can enable or disable flags, I'll spare you the details as they're somewhat complicated.
If you want to disable some of the default flags you should specifically state them in make.conf / package.use (prefixed with -) rather than using the USE=-*. Using the latter is really an experts option these days, and any problems reported while using it will likely be considered user error.

I'd already realized that I'd missed ebuild IUSE defaults from EAPI 1 onwards. What else?

- USE_EXPAND stuff
- flags set implicitly based on other variables (e.g. x86 or test)
- in theory make.globals could set flags
- user profile extensions in /etc/portage/profile
- I think newer versions also allow per-package environment modifications affecting USE, but not sure about that

Mind I've not followed development closely the last few years, so it's quite possible that there are even more things affecting USE flags.
