The rules of thumb are 30 days with no open bugs, no unstable dependencies.
You can help - build the testing version and file a bug with what works/what doesn't work and how you tested it.
The more evidence that its stable the better.
If it has testing dependencies now, they will need to be stablised at the same time. That could be more complex, as everything that uses those dependcies needs to be tested too with the new versions too.
