Hi first of all im newbie and i have gentoo 64 bit and i say that flash64 lags a lot and im thinking of installing gentoo32... Is it safe???and secondly will i need to install desktop enviroments and recompiling the kernel etc???

If this is just about flash, then a chroot is a waste of time and resources. chroot is useful, if you need an entire secondary independent environment.
there is the possibility to run 32bit flash in a 64bit browser, but the performance will about be the same.
May I ask how laggy it is, and under what circumstances: if it while playing fullscreen, then that is IMO normal - flash has never been optimized for linux.

It lags a lot on 720 and 1080p...
And also I want gentoo32 to install wine32.... will i need it or I just need to install playonlinux? |

again - no need to install a chroot for wine. just be sure you enable win32 and disable win64 useflags on wine. portage will take care of the rest (i.e install the emul-linux packages).
about the videos. could you post some links? I would like to try it myself.

And it lags a lot in every p (480...) on full screen... |
