I added "net-libs/webkit-gtk ~ppc" to /etc/portage/package.accept_keywords, and when I do equery u webkit-gtk, it says

* Found these USE flags for net-libs/webkit-gtk-1.8.1-301

But when I do emerge webkit-gtk what I get is:

[ebuild R ] net-libs/webkit-gtk-1.6.3-r300

And, so far nothing I do seems to work. It just refuses to pull anything newer than 1.6.x.

Just run 'emerge -1pv =net-libs/webkit-gtk-1.8.1-301' and see what the problem is.
