Mask ppl-0.12 and rebuild ppl-0.11 with vanilla CFLAGS. Then, rebuild it with Graphite flags, along with whatever else needs to be updated.

Did you forget to rebuild cloog-ppl?

 * After an upgrade of PPL it is important that you rebuild
 * dev-libs/cloog-ppl.

At least for me, it'd fail to build with the new toolchain.
