Is there a way that I can just download everything ahead of time and set it up so I can install Gentoo later when I do not have an internet connection but still have the capabilites of an ix86 install? What all would one need to perform this feat? Thanks in advance for your time and replys.

Sure. Check out the entry in the Gentoo FAQ "I have only slow modem connection at home. Can I download sources somewhere else and add them to my system?"

wouldn't that still require me to install gentoo first? i though just installing using the gentoo-ix86-1.2.iso cd requires the internet?

I guess it depends on what you mean by "install". You would need to set aside some disk space on a partition containing a filesystem that will be readable by gentoo, and you would have to at least boot from the install CD and set up networking as described in the install guide, but that should be enough to get you to a state where you can use "emerge -p" to download the sources you want to use, so you can do the real involved work of the install (the compiling and so forth) at your leisure, without an internet connection being required at that point.
