I noticed this three times on a fresh install; top reports... erm, interesting idle times occasionally. I was lucky enough to capture it once:

All three times it was in six digits; once it was 61----.-% (it went fast, okay?), once 24----.-%, and once 213786.2%, no apparent connection to anything I was doing. |

Moving this to general linux since it doesn't appear to be Gentoo-specific.
My guess is it has something to do with the low-latency or pre-empt patch in the kernel. Might find the top web site and see if there's any discussion of it there.

I have exactly the same bug... (not realy a huge problem, but realy strange when you see it for the first time). And I also use gentoo 2.4.19 with premtive + low latency.
