Permission Problems

Today I successfully installed gentoo, emerged X etc but now I'm getting a problem running in usermode. For some reason the user doesn't have the permissions to create .irssi when I run that on the command line, and X stalls when I try to run it, which I'm assuming is a result of the fact that X/Fluxbox can't create the directories. Everything works fine in root mode. I'm assuming this has something to do with the kernel security settings. On my last install they were disabled and everything worked great (I added users exactly the way I did last time btw). The only difference this time around is that I used the gentoo-r7 kernel and turned kernel security on to medium. Any ideas?
