Is there a way I can setup spamassassin for the outgoing mails that are leaving a server?

I would like to mark as spam some users and some e-mails regarding the title of the mail for the outgoing messages. The idea is that qmailscanner shoult drop those mails.

Yes. I suggest reading the documentation.
