since ethernet address doesnt change, are there service that dynamically look for IP with eth address provided? and update itself accordingly?

I'm not quite sure what you are trying to ask but:

1) ethernet adresses are (almost always) programmable

and

2) only programs like arpwatch are heavily into reverse mapping

arping might let you do it.

Note that this is NOT the version in portage (either as net-misc/iputils or net-analyzer/arping).
