I have no idea what happened here, but check this out:

Did you check to see if /etc/make.globals is actually there?

Well, according to the error message it isn't. And after checking, it really isn't there.

So, back to my original question.

/usr/portage/sys-apps/portage/files/README.RESCUE seems to be helpful if portage is borked.
I've not had to look into that file yet, you might see if that helps.
