I just would like to let everyone know about my experience with the latency issue.
When I initially intalled Gentoo I started with Stage 3 and compiled kernel linux-2.4.19-gentoo-r5 . When the install was complete I experienced massive latency in X. I tried recompiling the kernel with both of the latency options selected and that did not solve the problem.
I reinstalled using the stage 1 method and compiled kernel linux-2.4.19-gentoo-r7 and everything is fine now. I am no longer experiencing the latency issues I had before.
I wish I could say which was the fix; the stage 1 install or kernel linux-2.4.19-gentoo-r7. What is clear though is that a stage 1 install and the latest Gentoo kernel solved my problems.

512 Megs of Ram
Maxor 15 gig 7200 UDMA 100
Radeon VE 32 DDR
1 Gig swap file
Install stats.
Starting from Stage 1 and and ending with installing X, Fluxbox, Mozilla, Gkrellm, and Xmms.
*Stage 2 was started roughly after 10 pm. I returned to the computer after 9:30 am the following day and proceeded with Stage 3.
