I'm using fluxbox, and my clock on the slit is using military time.. I know it's a dumb question, but could someone clue me in on how to set it to use standard US 12 hour time?

Do you mean the toolbar where the workspace name is shown along with minimized window names and the clock on the right? That's where I'm used to seeing fluxbox show the time. If you really mean the slit though, then it depends on what apps you're docking in the slit.
If you do mean the toolbar then edit your ~/.fluxbox/init file change the line below as follows:
