This may have something to do with my previous post:

When I try to execute 'emerge -pc world' i get the following error:

My /var/cache/edb/[world|counter] files seem fine (not corrupted) and I'm not sure where else to check.

This file hasn't been updated and it didn't help the problem before: /usr/portage/sys-apps/portage/files/README.RESCUE

I was wondering if theres a FAQ anywhere on how to regenerate the entire portage config settings because I'm sure something is missing here... (previously i used qpkg -I to regenerate the world/counter files) any help would be greatly appreciated

What version of portage are you using? Some 2.x versions have been having some problems.

Sorry forgot to mention...this is version 2.0.4 of portage. i just did a emerge -c portage today and cleared out the old ones. rsync is 2.5.5 and old ones are removed too.
