Originally, I emerged qt, and then mysql. Now, I'm trying to run a program that requires qt built with mysql support. I can't find any shared libraries on the system that reflect qt support for mysql, so I'm assuming that it was built without it.
What do I have to do to get mysql support? Should I remove qt & remerge it with USE = "mysql"? or is there something simpler?

Sorry to be the bearer of bad news
You will have to re-emerge QT with MySQL installed and the mysql USE flag. No way around it, sorry.
