Because all the rsync servers aren't inevitably up to date, no ?
I would like to know if my portage tree is really up to date after an emerge sync, how to do ?

rsync mirrors are absolutely up-to-date. If they're not, we yank them from the round-robin rotation fairly quickly.
If you want to double-check after an 'emerge sync', look at the /usr/portage/metadata/timestamp.chk file. please realize this file stores time in UTC format!!! If the time stamp in that file is more than 40 minutes old, there *may* be a problem with that mirror.
If you suspect there is a problem, please file a bug on bugs.gentoo.org with the exact name of the rsync mirror in question. If you just say, "I sync'ed against some mirror and it's out of date but I don't know what mirror sorry bye" then we can't do anything about it and the bug will be closed as invalid. Most/all of our rsync mirrors should have an rsync.motd file that displays their location and contact information. Include that in the bug report and it should be enough for us to track them down.
