Installation problems

I am up to the stage where i am about to start stage 1.
# cd /usr/portage
# scripts/bootstrap.sh

but it gives me an error message:
portage: 'portage' user or group is missing. Please update baselayout and merge portage user(250) abd group(250) intro your passwd and groupd files. Non-root compilation is disabled until then.

and

/var/tmp,"
does not exist. Please create this directory or correct your PORTAGE_TMPDIR setting.

the verified the the dir /var/tmp does exist. I believe the problem is related to the portage user. How would i edit the passwd and group file? where is it located?

ok i fixed the user and group problem, but now it gives me a new error message:

!!! ERROR: sys-apps/portage-2.0.47-r8 failed
!!! Function src_install, line -379, Exitcode 1
!!! (no error message)

please help.
