I was drinking last night and i accidentally deleted /var/db/pkg instead of deleting /var/tmp/portage like i intended...
What's the best course of action? Re-emerge everything?
Or is there some way to rebuild the database?

Either attempt to resurrect the associated inodes and directories or remerge everything.

If you built all packages with "emerge -b" option, all binary packages are in /usr/portage/packages/All. To rebuild (emerge without recompiling), using emerge -k package_name to regenerate the /var/db/pkg.
