emerge sync mirrors having different versions???

I did some emerge syncs recently that gave me some wildly different versions.

Recently i just did an emerge sync and "emerge -p world" to see what i could update on my base install and its recommending to downgrade everything..

is this just a lag in synchornization of sites that handle this or is it actually packages being downgraded/removed for a specific reason?
