From a clean start, emerge system tried to first emerge gcc to the latest version. However, the ebuild for gcc requires perl and pod2man (it fails without it), so it would seem that perl needs to be put in the system profile before gcc. I don't hack the ebuilds so I don't know how to do this myself.
