stage 1 - installing wvdial

I'm planning on doing a modem install and have downloaded the necessary packages. However, I'm not sure how I can "install" wvdial, ppp, etc.?

When I do:

emerge ppp-2.4.1

I get an error back:

>>> Note: /etc/make.profile isn't available; an 'emerge sync' will probably fix this.
!!! No profile directory; system mode unavailable.

I'm not sure exactly how the whole process fits together.

I grabbed the stage 1 iso, extracted the contents to a partition. I chroot there after having copied the necessary packages.

At this point I install all the packages right?

I've tried source /etc/profile at this point, but it seems to need an internet connection at this point.

Well, I think that pretty much explains about where I am and what I've tried. Any suggestions would be appreciated.

I read through the above page, but it doesn't seem to be what i want.

I'm installing from a different distro and already have a custom kernel installed to boot to the gentoo system. It has ppp support already.

So, I think I just need to get those packages installed, but emerge -k ppp.... just gives me the same error as the above. I didn't see anything else that might give me a clue as to what is going on.
Any other thoughts?
