licence changes on new sys-apps/baselayout

I emerge updated sys-apps/baselayout and found that the licence on a lot of the files was changed from

-# Distributed under the terms of the GNU General Public License, v2 or later
+# Distributed under the terms of the GNU General Public License v2

and in some files references to the GPL was removed.

What's going on here?

Perhaps the originals were inaccurate? Have you checked any of the packages to see what the license is compared to what is listed?

The files in question are gentoo init scripts and such
