Adding use flags

Hey I was wondering if it was cosher for us user types to make our own use flags. I ask because I the latest version of app-text/sword has some php bindings and can make use of dev-libs/icu as well. When I submit the ebuild should I attach a patch for use.desc that includes the use flags I added (php and icu respectivly)?
