according to this page (straight from the apache web pages): http://httpd.apache.org/docs/suexec_1_2.html they use mode 4711 at the very bottom - so unless I am wrong I think it's an ebuild bug and the permission was set wrong (to 4710 instead of 4711)

Have you seen suexec/1469: suexec allows intermediate directories with unsafe permissions?
